In the 1970s, the region witnessed the emergence of the consumer paper products converting industry. At that time, only a very limited number of paper converting factories were established in Egypt, Lebanon, and Turkey.

By the end of the 1990s, the consumption of single-use products began to grow. With a number of new investments made in tissue manufacturing; many tissue producers began investing in new machines or new factories, not only in already producing countries like Turkey or Egypt, but also in countries such as Saudi Arabia and the United Arab Emirates.

The largest capacity increase was introduced in the 1990s and the first decade of the 21st century, allowing tissue manufacturers to meet market demand as well as export to Europe and Africa.

There are now over 40 tissue mills in the Middle East and North Africa region. A portion of the jumbo rolls produced from virgin pulp as well as recycled fiber is exported, and the remainder is converted into finished products such as facial towels, toilet, kitchen, and other tissues.

The tissue and converting industry is considered a high-growth industry with significant potential.
