Based on needs studies, according to an objective and realistic priority scale, and establishing low-cost housing units, supervising them, and providing the necessary developmental services to help residents of residential complexes improve their educational, professional, and living levels through their own efforts, achieving the highest degrees of effectiveness and efficiency in that through cooperation with active segments of civil society.
